I`m slightly more positive having read that John Shiban wrote the episode instead of Edlund. Shiban while not my most favorite writer at least is familiar enough with the characters not to produce those levels of OOCness.
And apparently Bob Singer is directing which leds me to believe Dean`s cavalier attitude in that clip is intentional and has a purpose other than being WTF. After all Singer is all about the character moments so if this scene didn`t make much sense in the writing I think he would at least have Jensen played it torn and sympathetic and not: "Man, can I finally go shoot this guy now and have a sandwich?"
I thought for sure I'd hate ELaC and No Exit, and I didn't.
Well, I did hate "No Exit" with every fiber of my being. :) And I hated the parts in ELAC I was afraid of. Bloodlust otoh I liked more than disliked.
