Michael Fassbender did not come across as German to me, at all, he seemed VERY British. I was really surprised that German was his second language.
I wouldn't peg him for a native speaker, of course, but he didn't sound like someone who just learned the words like lines without knowing what they mean - Kevin Bacon obviously did that.
I think it had to do with the fact that his pronunciation was not forceful enough?
He probably understands it a lot better than he speaks the language. To me he sounded like someone who doesn't practice a lot which of course means you are hesitant when speaking. I consider myself pretty fluent in English but I so seldom get to really speak it so when I do I tend to stammer a bit.
