And that's the problem. As the demon said, they have no natural leader among them, they are now all fighting for the crown. It's a sure bet that they kill each other first before acknowledging another demon as a leader. They need an outsider to pull them back together. Human!Sam is worth nothing to them. Bad!boy psychic!Sam is worth his weight in gold :D
